Colorado Mountain Estates is an architecturally controlled and covenanted community located off Teller County Road 1 just south of Florissant, Colorado.
The community of Colorado Mountain Estates spans approximately 2,000 acres and backs up to Mueller State Park. There are over 1600 properties with almost 1200 owners.
About our 2025 Board
Sue del Toro - (President) - Sue and her husband Paul moved from New York to Parker, Colorado in 1993; relocating to Florissant in 2020 after passing through the area for many years to head to their property in Hartsel and falling in love with the area. You can often see her either walking her dog or riding her bike around the community. Sue holds experience in sales, marketing, administration, software development, office management, customer service, payroll and accounts payable. In 2021 she retired to have more time to enjoy the wonderful place that we call home. She was formerly a member of the Parker Hospital Foundation Board and a TCRAS volunteer. Sue has been a member of the CMEPOA Board of Directors for the past 2 years, which she joined to help the community where needed. Sue coordinates the annual CME Picnic, the annual Yard Sale and is a member of the FFPD Fire Corps and Fire Wise Protection groups. She genuinely cares about our neighborhood and the people within it and looks forward to the opportunity to serve for another year.
Jan Franke - (Vice President) - Jan has lived in CME for 10 years. She is a retired teacher of at risk/troubled teens. She worked as a volunteer for 25 years in Illinois. For the past two years, she's volunteered as a responder with the Florissant Fire Department and has been coordinating their slash chipping program. Since moving here, she's been active with POA sponsored events such as the annual picnic and Clean Up Day. She loves living in this beautiful community.
Paul Felz - (Treasurer) - Paul and his wife Linda moved to CME from Fort Collins in January, 2025. Now retired, they enjoy living in CME and getting out to hike, bike, ski, fish, etc. in all the wonderful places this area has to offer. Paul has worked with governments at all levels over the past 30 years, from HOAs/POAs, cities, counties, states, Federal agencies, Tribes, etc. He would like to use his experiences to help out at CME in any way needed.
Mark Harter - (Secretary) - My wife (Kim) and I have been homeowners in CME for 16 years. My background is aerospace engineering (20 years), and military Space Operations Officer (23 years U.S. Air Force). I currently work full-time on our nation’s Space Traffic Management; I’m also a private pilot and astronomer. I’ve been on the CME POA Board before as the Secretary and Vice President (2012-2016), and an active Volunteer for numerous community organizations including the Florissant Fossil Beds National Monument and Florissant Grange. Here in CME, I’m currently the Secretary on the POA Board, Chair of the Firewise Protection Group, and author of the CME Community Wildfire Protection Plan (CWPP) which was approved by Teller County OEM in Dec 2024. Most recently, I was appointed to the Florissant Fire Protection District (FFPD) Board of Directors, which I’m honored to serve to continue building our community fire response and emergency services.
Rich Graham - (Member at Large - Roads) - Rich and his wife, Terri, moved to CME from Ohio. Terri is a Colorado native and wanted to be back here after Rich retired. They have lived in CME since 2021. Rich has an associate’s degree in science and had 43+ years working at Johns Manville. Throughout his career he didn’t hesitate to take on more responsibility. He brings excellent listening and time management skills as well as the ability to take charge in a diverse environment. Rich and Terri are both very active at the Florissant Fire Department. Terri is one of the leaders for the fire corp, and Rich is a EMR and Lieutenant at Station 51 on Hwy 24.
Al Franke - (Member at Large - Maintenance) - In a past life I managed all aspects of 150,000 sqft. retail operations including the corporate office. Ended my career as an international consultant for a private equity firm. Have previously been the treasurer for CME until I termed out. Since then I have been a volunteer for Florissant Fire and Rescue as well as doing much of the maintenance work around the POA.
Other CME Services
Brice Thomas - Head of the Architectural Committee which administers the community's guidelines by overseeing changes and modifications to a property through an application and appeal process. Tom Jensen and Dave Wiltz assist Brice with this important role.
Karen Masterson - Outside bookkeeper and accountant maintaining our QuickBooks accounting system and managing our member information.
