Colorado Mountain Estates is an architecturally controlled and covenanted community located off Teller County Road 1 just south of Florissant, Colorado.
The community of Colorado Mountain Estates spans approximately 2,000 acres and backs up to Mueller State Park. There are over 1600 properties with almost 1200 owners.
About our 2026 Board
Chandra Herman - (President) - Chandra Herman has proudly called Colorado Mountain Estates home for more than four years. She and her husband, along with their four children, chose this community because of its beautiful mountain setting, strong sense of community, and access to the outdoor lifestyle they love.Chandra is the Owner and Managing Broker of BrightCO Home Group, a local real estate brokerage serving Teller, Park, and El Paso Counties. Prior to her career in real estate, she spent 10 years working in the medical field, developing a strong foundation in service, communication, and attention to detail. As a business owner, broker, and community leader, she brings experience in leadership, problem-solving, and strategic planning.
When she's not working or volunteering in the community, Chandra enjoys kayaking, hiking, fishing, reading, and spending quality time with family and friends. Her husband owns Tumbling Trout and Gold Water Café, and together they are proud to live, work, and raise their family in the area they love.
Chandra is committed to serving the community with transparency, integrity, and open communication. She is dedicated to protecting property values, preserving the unique character of Colorado Mountain Estates, and encouraging resident involvement to help ensure the community continues to thrive for years to come.
Dave Wiltz - (Vice President) - Dave moved from Austin, TX to Florissant in 2021 after buying a home in CME. Nearing retirement, the beauty and climate of Colorado was the motivating factor of relocating, and CME offered a peacefulness and quietness that was a major benefit after living in large Texas cities all his life.
Dave has experience in journalism (writing for the Dallas Morning News and as Managing Editor for a small Texas town weekly newspaper), software development, management of software development teams, and consulting with various companies in process improvement projects.
Dave is a member of the CMEPOA Architecture Committee, and as a new POA board member, he plans to use his past work experience and life experiences to help the CME community to continue to enjoy the benefits of a clean, safe and friendly neighborhood as we grow.
In his spare time, you’ll find Dave fishing, riding motorcycles, playing guitar, and working in the yard
Paul Felz - (Treasurer) - Paul and his wife Linda moved to CME from Fort Collins in January, 2025. Now retired, they enjoy living in CME and getting out to hike, bike, ski, fish, etc. in all the wonderful places this area has to offer. Paul has worked with governments at all levels over the past 30 years, from HOAs/POAs, cities, counties, states, Federal agencies, Tribes, etc. He would like to use his experiences to help out at CME in any way needed.
Mark Harter - (Secretary) - My wife (Kim) and I have been homeowners in CME for 16 years. My background is aerospace engineering (20 years), and military Space Operations Officer (23 years U.S. Air Force). I currently work full-time on our nation’s Space Traffic Management; I’m also a private pilot and astronomer. I’ve been on the CME POA Board before as the Secretary and Vice President (2012-2016), and an active Volunteer for numerous community organizations including the Florissant Fossil Beds National Monument and Florissant Grange. Here in CME, I’m currently the Secretary on the POA Board, Chair of the Firewise Protection Group, and author of the CME Community Wildfire Protection Plan (CWPP) which was approved by Teller County OEM in Dec 2024. Most recently, I was appointed to the Florissant Fire Protection District (FFPD) Board of Directors, which I’m honored to serve to continue building our community fire response and emergency services.
Lisa Mussi - (Member at Large - Communications) - Lisa and her husband Charlie moved to CME from Manitou Springs in 2021 after having chosen Colorado as their home. When looking for their forever home, CME appealed to them with the feeling of living in a mountain neighborhood with a sense of community.
Lisa is a recently retired elementary school educator of 30 years. She loves science and contributing to citizen science in various ways. She remains active in teacher education programs through Colorado Parks and Wildlife and the American Meteorological Society. A current volunteer at Mueller State Park with the Junior Ranger programs and Raptor Monitoring program, she can often be found hiking in the local area. She enjoys camping with Charlie. She looks forward to helping our neighborhood continue to be the wonderful place to live that it is.
Al Franke - (Member at Large - Maintenance) - In a past life I managed all aspects of 150,000 sqft. retail operations including the corporate office. Ended my career as an international consultant for a private equity firm. Have previously been the treasurer for CME until I termed out. Since then I have been a volunteer for Florissant Fire and Rescue as well as doing much of the maintenance work around the POA.
Other CME Services
Brice Thomas - Head of the Architectural Committee which administers the community's guidelines by overseeing changes and modifications to a property through an application and appeal process. Tom Jensen and Dave Wiltz assist Brice with this important role.
Karen Masterson - Outside bookkeeper and accountant maintaining our QuickBooks accounting system and managing our member information.
